The name "Utopia Of The Seas" was officially revealed on April 5, 2022, during the vessel's steel-cutting ceremony held at the Chantiers de l’Atlantique shipbuilding yard (in Saint-Nazaire, France). Utopia of the Seas will focus on short getaway itineraries from Port Canaveral. The ship will offer 3-night weekend voyages and 4-night weekday trips of 3 and 4 nights. Both itineraries will include stops at Royal Caribbean's private island in the Bahamas, Perfect Day at CocoCay, where the adults-only Hideaway Beach opened in 2024. Utopia of the Seas will feature 2,830 cabins and suites, with more than 20 types of accommodations to suit every budget and group size. They include inside (windowless) cabins, ocean-view cabins and balcony cabins. Cruisers can choose from varied suite options, including the new posh Solarium Suites, exclusively on Utopia of the Seas. Utopia of the Seas' design and layout will mirror the line's last new Oasis Class ship, Wonder of the Seas, launched in 2022.

On July 1, 2022, was held the keel-laying ceremony, which started the vessel's physical construction/assembly. The event was attended by Michael Bayley (RCI's President and CEO) and Laurent Castaing (Chantiers de l’Atlantique's General Manager). During the ceremony, newly minted coins were placed under the first hull block (weighing 948 tons) for good luck, according to the maritime tradition. The 17-month-long drydock construction process included the assembly of a total of 74 steel blocks.
