The name "Utopia Of The Seas" was officially revealed on April 5, 2022, during the vessel's steel-cutting ceremony held at the Chantiers de l’Atlantique shipbuilding yard (in Saint-Nazaire, France). The ceremony also officially marked the start of Utopia's 30-month construction process.

The shipowner planned the OASIS-Plus vessel's cost per berth to be lower compared to the original OASIS class design (Allure and Oasis).
The "Suite Class Neighborhood" (located midship-aft on decks 17-18) is designed as an exclusive VIP accommodation complex with its own Restaurant, Bar Lounge, Sundeck. Utopia has bigger cabins than Allure and Oasis (in some categories) and windowless interior cabins (Virtual Balconies) offering real-time views (introduced in 2014 on Navigator OTS). In comparison to the other sisterships, Oasis-Plus Class boats are heavier, wider and with bigger passenger capacity. Utopia is nearly 330 ft (101 m) longer than RMS Titanic and 165 ft (50 m) longer than Eiffel Tower (Paris City).

This new poolside food truck will serve quick bites and handheld meals, including pulled pork sandwiches, cheeseburger flatbread, and daily rotating desserts. Utopia of the Seas will feature five pools that range from upbeat to lowkey. Three resort-style sloping-entry pools accompanied by three Lime & Coconut bars will be at the heart of the ship's pool deck. The Perfect Storm will have high-speed waterslides, while Splashaway Bay is the pool for younger passengers. Utopia of the Seas will be the sixth ship in Royal Caribbean’s Oasis Class when she launches in 2024, making her one of the biggest cruise ships in the world.
Utopia of the Seas will focus on short getaway itineraries from Port Canaveral. The ship will offer 3-night weekend voyages and 4-night weekday trips of 3 and 4 nights. Both itineraries will include stops at Royal Caribbean's private island in the Bahamas, Perfect Day at CocoCay, where the adults-only Hideaway Beach opened in 2024. One of the new dining experiences set to debut on Utopia of the Seas is The Spare Tire.
Utopia of the Seas will feature 2,830 cabins and suites, with more than 20 types of accommodations to suit every budget and group size. They include inside (windowless) cabins, ocean-view cabins and balcony cabins. Cruisers can choose from varied suite options, including the new posh Solarium Suites, exclusively on Utopia of the Seas. Utopia of the Seas' design and layout will mirror the line's last new Oasis Class ship, Wonder of the Seas, launched in 2022.

On July 1, 2022, was held the keel-laying ceremony, which started the vessel's physical construction/assembly. The event was attended by Michael Bayley (RCI's President and CEO) and Laurent Castaing (Chantiers de l’Atlantique's General Manager). During the ceremony, newly minted coins were placed under the first hull block (weighing 948 tons) for good luck, according to the maritime tradition. The 17-month-long drydock construction process included the assembly of a total of 74 steel blocks.
